The forth issue of the Miras Journal appeared in print published by the State Institute of Cultural Heritage of the Peoples of Turkmenistan, Central Asia and the East under President of Turkmenistan. The issue begins with the statements of President of Turkmenistan Gurbanguly Berdymuhamedov at the 62nd session of the United Nations General Assembly, the Columbia University and at the Summit of the Shanghai Co-Operation Organisation. The section "General Issues and Problems of the Theory" includes the article "Sacred Ruhnama - the Encyclopedia of the Living Knowledge" by the Russian scientists Z. G. Lapina, K. I. Shilin and their Turkmen colleague O. Orazmamedov and the article "Sacred Ruhnama - the World of the Priceless Humanistic Ideas" by Professor Devendr Kaushik from India. The scientist puts emphasis on the profound pedagogical value of the outstanding book for bringing up the Turkmen youth, who feels their relation to the history of the people, whose goal - national revival and social progress.
The section "New Discoveries and Developments" contains the article "From the History of Nisa" by a historian O. A. Gundogdiev presenting a brief essay of the political chronicle of one of the most important historical and cultural monuments located in the territory of Turkmenistan. The article covers the long historical period from the VI-IV millennia B.C. primitive settlement located in present day settlement Baghir, the glorious epoch of the Parthian Empire when Nisa was the royal residence of the Arsakids dynasty, the medieval period and the period of the year 1881. An archeologist T. Khojaniyazov in the article "Housing Architecture in Merv in the Epoch of the Seljuk Empire" tells about the extant ruins of the medieval palaces of the local rulers and the castles of the local aristocracy and the buildings discovered during the archeological excavations over the past years, the local architectural technique, artistic ornamentation and the sources of developing the architectural styles in XI-XII centuries in the southern regions of Turkmenistan.

The section "Interaction of the Cultures, Peoples and Civilizations" presents two articles of particular interest. In the article "The legends about Abu Seyid Abulhayir" Professor Zulfikar Ali Kureshi from Pakistan presents the well-known Sufi parables related to one of the first Muslim religious poets and mystic philosophers and the postulates the outstanding Sufi sheikh propogated. A philologist from Uzbekistan Malika Nasyrova writes about development of Arabian linguistics in the medieval period. The section "The News of the Scientific and Cultural Life" begins with the preliminary reports on the archeological excavations in the delta of the Murghab River conducted by the third international Turkmen-Italian expedition this autumn. The section contains the review on the book "Ancient Navigators and the Mysteries of the Earth" by M. I. Tziporuha, the reports on the Sacred Ruhnama - the Philosophy of the Third Millennium International Scientific Conference, the International Museum Conference and the China and the Mediterranean World Before X Century international seminar, which was held in Almaty, Kazakhstan.
